FY 2026 Continuum of Care (CoC) Program Competition

 

The U.S. Department of Housing and Urban Development (HUD) has released the FY 2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO), and the Midlands Area Consortium for the Homeless (MACH) Continuum of Care Competition is now open.

This competition applies to current CoC-funded projects as well as organizations interested in applying for new funding opportunities within MACH's 13-county Continuum of Care service area.

 

HUD has made significant changes to the FY 2026 NOFO. All prospective applicants are strongly encouraged to review the NOFO carefully and become familiar with the available project types, funding priorities, threshold requirements, and scoring criteria before beginning the application process.

 

Eligible project types include:

• Permanent Supportive Housing (PSH)
• Rapid Re-Housing (RRH)
• Transitional Housing (TH)
• Street Outreach
• HMIS Infrastructure
• Coordinated Entry
• CoC Planning
• Standalone Supportive Services Only (SSO)

 

Key FY 2026 NOFO Updates

Tier 1 protections have been reduced from 90% to 60% of Annual Renewal Demand (ARD).
 

HUD has established a $1.3 billion national set-aside for Transitional Housing (TH) and Supportive Services Only (SSO) projects.
 

HUD has identified the following goals and objectives for the FY 2026 competition:

  • Creating Competition to Improve Innovation and Accountability

  • Restoring Balance to the Continuum of Care

  • Prioritizing Treatment and Recovery

  • Promoting Economic Self-Sufficiency

  • Advancing Public Safety for All

  • Minimizing Trauma for Vulnerable Populations

  • Expanding Access Based on Merit, and Not Ideology

 

Tentative Competition Timeline

  • June 1, 2026.  HUD released the FY 2026 CoC NOFO.

  • June 4, 2026.  HUD FY 2026 NOFO Webinar.

  • June 22, 2026.  MACH FY 2026 CoC NOFO Informational Webinar. (Link is at the top of the page.)

  • June 26, 2026.  Local Competition Opens (2026 Continuum of Care Competition Application Supplement)

  • July 10, 2026.  Local project applications due to MACH by 4 pm.

  • August 11, 2026.  Applicants notified of final ranking status.

  • August 14, 2026.  Appeals Deadline

  • August 25, 2026.  Ranking Committee results are posted on MACH's website and applicants notified of inclusion in Consolidated Application, amounts, and ranking.  Notification will be made outside of e-snaps.

  • August 26, 2026 – 8:00 PM EST.  HUD submission deadline for the CoC Application and Priority Listing.

  • December 1, 2026.  Anticipated HUD conditional award announcements.

Application Information.  MACH welcomes renewal and new project applications, including applications from organizations that have not previously received CoC funding. Additional local application instructions, scoring materials, required forms, and e-snaps guidance will be posted as they become available.
