UPDATE (December 10, 2025)

Following the withdrawal of the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) (FR-6900-N-25) by the U.S. Department of Housing and Urban Development (HUD), the Midlands Area Consortium for the Homeless (MACH) has temporarily paused the local competition effective immediately.

Per HUD’s statement: “This withdrawal will allow the Department to make appropriate revisions to the NOFO. to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.” We do not currently have additional information about how this will impact FY 2025 contracts or start dates. 

To maintain alignment with HUD’s CoC Program regulations under 24 CFR Part 578 and ensure compliance with federal procurement and fair competition principles under 2 CFR Part 200, we are:

  • Temporarily pausing our local application submission and review process, including all new, expansion, transition, and renewal projects.

  • Suspending any threshold or scoring reviews at this time.​

We understand how much work has gone into preparing applications and appreciate your patience as we await guidance from HUD. We will communicate updates as soon as any revised NOFO or related guidance is released by HUD. Our priority is to keep our partners informed and ensure a fair and transparent process under the updated federal requirements.

HUD has officially withdrawn the FY 2025 Continuum of Care NOFO from Grants.gov in order to make revisions. HUD has stated it will reissue a modified NOFO and has provided the notice below. MACH will update our community as additional information becomes available.

Deletion Comments: Today, the Department withdrew a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. On Thursday, November 13, 2025 the US Department of Housing and Urban Development released the FY 2025 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (NOFO). The Midlands Area Consortium for the Homeless (MACH) Continuum of Care (CoC) Competition is now open. This NOFO applies to all agencies that are currently administering Continuum of Care grants as well as new applications in the MACH CoC.  This notice is being announced in accordance with HUD’s NOFO for the HUD Continuum of Care programs (Docket No. FR-6900-N-25), https://www.grants.gov/search-results-detail/360861

This information relates to projects that are in MACH's 13 county Continuum of Care jurisdiction. Interested parties should please read the HUD FY 2025 Continuum of Care NOFO thoroughly as well as any supplemental materials posted on the HUD.gov website (https://www.hud.gov/hud-partners/community-coc) to ensure there is complete understanding of the information provided.  Please note there are significant changes this year. Applicants must ensure that they note the differences and threshold requirements so that they can consider which type of project to submit a funding request for.

We invite applications from all 13 counties and Tribal Organizations in our CoC!

The following information and timeline for submissions of project applications will help you plan your submission.  More information will be sent and shared on the MACH Website as it becomes available. 

Information Needed for a Complete Application:

  1. Submit your Project Application via e-snaps (https://esnaps.hud.gov/grantium/frontOffice.jsf)

    1. Please do not contact any jurisdictions to obtain Certification of Consistency (form HUD-2991). That will be organized by United Way of the Midlands staff on behalf of MACH and applicants.

  2. Complete the MACH 2025 Continuum of Care Application Supplement by following THIS LINK and upload all required attachments.

  3. NOTE: The Ranking Committee may request additional information outside of e-snaps and the Application Supplement to better understand agency and project capacity, need, and readiness.

 
Timeline:
November 25, 2025 - The MACH CoC Competition opens
December 12, 2025 - Project Applications due via e-snaps and CoC Application Supplement due by 4PM

HUD is laser-focused on working with tribal, state and local communities to dramatically stop and reverse the crisis of increasing homelessness. Our responsibility is to help families and individuals experiencing homelessness as well as American taxpayers whose safety and use of public spaces is impacted by the crises of homelessness, addiction and mental illness.
This NOFO makes available $3.9 billion in awards and is the single largest Federal program to address homelessness.  HUD intends to positively steward these valuable taxpayer resources by:

  • Promoting treatment and recovery,

  • Welcoming Transitional Housing and Supportive Services projects including street outreach,

  • Increasing competition for grants in order to improve system efficiencies and to increase innovation,

  • Measuring long-term meaningful outcomes such as increases in self-sufficiency and reduction in recidivism rates,

  • Strengthening the role of local elected officials, law enforcement and the community leaders,

  • Advancing public safety through thoughtful partnerships with law enforcement, and

  • Increasing personal accountability through enhanced treatment requirements to combat the Fentanyl crisis.

HUD encourages CoCs to expand their pool of providers, including high-performing faith-based providers when appropriate, who can deliver outcomes in line with the priorities above and in this NOFO.
HUD also encourages organizations that are passionate about these priorities who have not previously received CoC funding to participate with their local CoC. In the case that high-quality service providers are denied access to CoC funding, these agencies are encouraged to consider pursuing the Solo Application process that is described in this NOFO and at HUD.gov.
Further, HUD reminds applicants that recipients of Federal housing and homelessness assistance may not operate drug injection sites or “safe consumption sites,” knowingly distribute drug paraphernalia, or permit the use or distribution of illicit drugs on property under their control (EO 14321 Sec. 5(c)). HUD may refer allegations of any such operations or distributions to the Department of Justice for further action, potentially including prosecution for any violations of 21 U.S.C. § 856.
